I should like to have a fairly free hand in the matter as it is only by encouraging the officers who are worth it that the general efficiency of the department can be maintained.

The proposals which I have submitted havə been arrived at in consultation with the Director of Public Works. The work of this department is now so extensive that it is impossible for the Director of Public Works to deal with departmental details in the same way as in the past and if the work is to be carried on efticiently it is essential that the work should be decentralized so as to leave to him only the general supervision of the department and the duties of co-ordinating the work of the sub-departments and acting as expert adviser to the Government. The increased responsibility which it is proposed to place on the heads of some of the sub-departments, will I hope enable Mr. Creasy to get out of his office a great deal more that it has been possible for the Director of Public Works to do in recent years, and have a fuller general knowledge of what is being done.
